Guangzhou Municipal Office, SAT was established in 1996, while the relevant department division work had not been completed until the first half of 1999. To support the demand of its development, Guangzhou Municipal Office, SAT is currently made up of 15 functional departments, 1 directly affiliated administration office, 4 audit and investigation offices, 12 district offices and 2 county offices. Over
3,000 clerks of the staff are administrating nearly 300,000 taxpayers, averaging 200 taxpayers and 30 million tax revenue per front tax administrator in 2003. Since 2000, the tax revenue of Guangzhou Office of SAT has increased at a rapid speed every year, reaching 63.99 billion in 2003 which increased 8.827 billion and 16% compared with 2002, and twice with 1999. It made Guangzhou maintain the top position of tax revenue in Guangdong Province, the first among the provincial capital cities and the third among the large cities in the country. Since the division between the state and local taxation administration in 1996, Guangzhou Office of SAT has collected 297.9 billion RMB , with an annual increase of 20.81% and including a fiscal share totaling 74.4 billion by the Guangzhou municipal government. It has given a strong financial back to Guangzhou local economy growth and infrastructure construction and made great contribution to improving the local people’s living standard.
